Abstract
The purpose of this study was to determine how the mechanism of Village Fund Allocation management and its impact on communities and the empowerment of villagers and village institutions in the village of Lubuk Kemiling. Village Allocation Fund is a financial balance and the center of the area that received by the district in the division to be distributed proportionally each village that is at least 10% (ten percent). Village Allocation Fund intended for village governance and community empowerment. This research using qualitative descriptive methods and techniques of data collection techniques used are primary and secondary. Results from this study showed that the management of the Village Fund Allocation in the village of Lubuk Kemiling are not in accordance with the statement of Law No. 6 of 2014 on budget and revenue sources of the village. And in substance still has not touched the real empowerment. Cultural paternalism rural community causes people to trust entirely to the village head of the management of village fund allocations.
